One practical way to achieve this is through the Safety Circle, a simple, structured loop that helps teams identify hazards, implement controls, and maintain safe working conditions every day.

The Safety Circle encourages workers, supervisors, and managers to take part in a continuous cycle of risk identification, communication, training, and monitoring. By following this approach consistently, safety becomes an active process embedded in daily site operations.

 

What Is the Safety Circle?

The Safety Circle is a continuous safety management loop designed to ensure risks are identified early and controls remain effective throughout a project’s lifecycle.

Rather than reacting to incidents after they occur, the Safety Circle promotes proactive risk management, ensuring that hazards are identified, addressed, and reviewed regularly.

At its core, the Safety Circle helps teams to:

  • Identify hazards early
  • Implement appropriate control measures
  • Communicate safety procedures
  • Monitor and enforce compliance
  • Continuously improve safety practices

By repeating this cycle consistently, safety becomes part of everyday worksite behaviour rather than a once-off discussion.

 

The Six Steps of the Safety Circle

The Safety Circle consists of six key steps that form a continuous loop.

  1. Evaluate Your Risk

The first step is identifying hazards and assessing potential risks. Once a risk is identified, a procedure must be implemented to eliminate the hazard or control the exposure.

This step may involve site inspections, hazard identification, and pre-task risk assessments.

  1. Provide Training

Workers must receive the necessary information and training to understand the hazards present and the procedures required to work safely.

Training ensures that everyone on site understands their responsibilities and the correct methods of working.

  1. Issue Legal Instructions

Clear and lawful instructions must be provided to employees. These instructions should be evidence-based and aligned with company procedures and regulatory requirements.

This ensures that all workers understand what is expected of them and how to comply with site safety rules.

  1. Enforce Safety Measures

Rules alone are not enough. Safety measures must be enforced through supervision and, when necessary, disciplinary procedures.

Enforcement ensures consistency and reinforces the importance of following safety procedures.

  1. Maintain Control Measures

Once controls have been implemented, they must be monitored to ensure they remain effective.

This includes checking that safety barriers, permits, procedures, and protective equipment remain in place and are being used correctly.

  1. Provide Reports

Unsafe conditions or incidents should be reported regularly. Keeping a record of safety reports helps management track trends and respond quickly to emerging risks.

Regular reporting creates accountability and ensures that hazards are addressed before they escalate.

 

Why the Safety Circle Matters
